The guidelines have been developed for municipal police officers who work with children and families, chairmen, deputy chairmen and members of the municipal administrative commission or chairmen, deputy chairmen and members of the subcommittee on children's affairs of the municipal administrative commission, and State Police officials who work with children.

The guidelines include eight main headings:

  1. International and National Legal Framework
  2. General characteristics of principles
  3. Child development stage: adolescence
  4. Communication with the child
  5. A child who has committed an administrative offense
  6. Interinstitutional cooperation
  7. Police officer's contact with a child
  8. Determining the causes of a child's behavior (case analysis)

The guidelines emphasize the need to understand the causes of each child's behavior and ensure an individual approach to children who have committed a crime, applying a proportionate and educational coercive measure based on the child's interests to the child, which would achieve the main goal of reducing the risks of future offenses.

The guidelines include practical recommendations for officials of the municipal police and state police, as well as chairmen, deputy chairmen and members of municipal administrative commissions on how to assess the causes of each child's crime and what basic principles of communication to observe when communicating with the child. At the same time, the aim of the guidelines is to emphasize the importance of inter-institutional cooperation, which is necessary to ensure the well-being of the child.
